Excellence in Education

I promise to support all efforts to improve the Texas public education system. I believe in the transformative power of a quality education, but Texas currently ranks 41st in the United States in Education. As a proud graduate of the Texas public school system, I am determined to raise Texas’ Education ranking to Top 20 status. We need to invest in future generations and encourage our teachers to elevate our State's education ranking to Top 20 status by allowing local control of curriculum and introducing two key courses for graduating high school Seniors: "Personal Finance and Money Management" & "Effective Communication." A quality education and student-first perspective is critical to prosperity and sustainability, yet we teach our students how to pass a standardized test while ignoring basic life skills like personal financial responsibility and effective communication.

Keeping Houston Communities Safe

Human trafficking and homelessness is an epidemic in the City of Houston and the citizens of District 148 deserve to have safe streets and parks to enjoy without fear of crime. I will join the City of Houston's effort to safely and respectfully resolve the homelessness epidemic within Houston communities. Houston currently has the highest number of calls to the National Human Trafficking Hotline, and I am committed to helping the victims of human trafficking by supporting legislation that is tough on human trafficking, violent crime, sexual assault, and endangerment of a child. I also support legislation to reduce criminal consequences for low-levels of marijuana possession and support use of medical marijuana to treat certain ailments such as cancer, AIDS, PTSD, chronic pain, and multiple sclerosis. By scaling back the criminal justice system’s emphasis on victimless crimes, we can reallocate more time and resources where it counts, stopping violent crime and human trafficking.


I support aggressive flood control efforts by tapping into The Rainy-Day fund to improve flood control infrastructure and aid those affected by Hurricane Harvey. I also support Harris County's new post-Harvey building code regulations, and encourage the City of Houston to adopt similar regulations that will require all new construction within the 100-year floodplain to be built two feet above the 500-year floodplain as a mitigation effort against flooding. Lastly, before even considering a high-speed rail to connect Houston and Dallas, the City of Houston should first focus on expanding the METRO Rail by connecting Downtown to the other major business centers around the city: IAH, Hobby, Texas Medical Center, and Energy Corridor. Without first expanding public transportation within the City of Houston, the high-speed rail should not be a consideration.

Fiscal Responsibility

I will bring fiscally responsible principles and leadership to Austin on behalf of the voters in District 148. I am a proponent of lower taxes & reduced government spending to encourage economic growth & job creation in the private sector.  I believe a balanced budget is key for both personal and government finances and support responsible State spending without increasing taxes or taking on additional debt. I will advocate for a public audit of government departments every four years, and a cap on State spending based on a percent GDP. I believe the most equitable system of taxation is one based on consumption, and I will oppose any state income taxes or estate taxes.

Term Limits

U.S. Term Limits (USTL) is a non-partisan movement to limit terms for elected officials that is gathering support from state lawmakers across the nation. I have committed to support term limits on Congress by signing the Term Limits Convention pledge. As the first signer in this race, I pledge that as a member of the state legislature, I will cosponsor, vote for, and defend the resolution applying for an Article V convention for the limited purpose of enacting term limits on Congress.

U.S. Term Limits (USTL) President, Philip Blumel, commented on McConnico’s pledge saying, “Ryan’s support of term limits shows that there are individuals who are willing to listen to the majority of voters who want term limits. America needs a Congress that will be served by citizen legislators, not career politicians.”

Don't tread on Texans

I will defend our 2nd Amendment Right to keep and bear arms as guaranteed in the United States Bill of Rights, and aim to uphold the status quo regarding current State laws on gun ownership. I support Texas energy independence through offshore drilling, pipeline infrastructure projects, and modernizing refineries to reduce energy costs. I also support renewable energy as a means of reducing our carbon footprint on the environment and support a path to sustainable renewable energy to maintain market competitiveness within the energy industry. I support the current business environment in Texas and statewide term limits for political offices to three terms, or 12 years maximum for any office.
